Can I view my billing history and who on my account can see billing history?

Absolutely - Your billing history can be accessed by logging-in at https://cloud.engineyard.com/ (with the Account Owner email) and select from the account menu:

Account —> Account Settings —> Past Invoices

Those listed as "Account Owner's" on your account are the only people who will be able to access billing/ payment information.
